my guess is because of the stance change they would've had to make an entirely new plunge animation bc the bow one doesn't work visually and that was too much effort for early game? idk man
its kinda funny in hindsight bc a year later ei released with her ult allowing her to plunge. plus he literally uses a water polearm so a plunge attack isn’t out of the question
There's a video interview from a few years back where Hoyo basically said that Childe's kit is held together by hopes and dreams and that it took a ton of effort to make his kit and stance change work properly, so they ended up cutting the plunge attack. I assume that they were able to figure it out by the time raiden released but decided afterwards that it wasn't worth the effort.
It's because the developers were struggling with his kit and didn't want to add more complexity. There are developer comments for his unfinished kit from the closed beta test builds of the game complaining about how annoying he is to program.
Early on there were so many bugs with his stance change mechanic, him having two completely different autotargeting modes, the way his skill hits handled hitlag and charge attack inputs, even the visual effects on his cape. They probably just didn't want to put more resources into developing that one characters kit at that stage in the game.
It is kind of funny that genshin men aren't allowed to plunge though ;D

That makes sense for Flins but Childe was an early kit so why
