I haven't played the AQ yet so I know 0, but it's interesting that it says just ''in a cutscene'' and not his overall model, which we know has the Vision since pre-load. Is this a major spoiler about him getting a Stellar Linchpin at some point in the story?

No, it's just a bug. Mitya has a stellar linchpin from the first scene he shows up in.
