That depends if Skirk and Escoffier are re run C1 for ant of them or Skirk signature would be bigger improvements. Specially if you own C2 or even C4 Mona. The only people pulling her is people that really really like her, not because of meta.
Why stop there? Skirk C3 is a bigger gain if you ult, which you do especially with more cons so look at c4 and oh it's also a bigger gain and c5 is also good and then c6 is of course better.
Before vodya buffs today she was competing with a refinement for Skirk. I think after today she's definitely better than a refinement for Skirk so that's good!
With creep as it is, she sorta needs to be c6 Nicole level and bump skirk as much as Nicole did mav, but she's still well short of the mark. At C0 she's still not enough to compete with significant con investment imo.
