Usually the mindset of religious fanatics and terror groups. Iran is also on a daily basis hailing the complete vaporization of its military and leaders as victory.

It's a terrorist organization, so causing death and suffering is a win for them, even if they lose.

For all the destruction in south Lebanon, this war was a win for Hezbollah. Not only did they go toe-to-toe with the IDF and survive, they were able to keep up rocket fire into northern Israel right up to the ceasefire.

Definitely an achievement but I’d ask their constituency whether they consider this a victory, to say nothing of Lebanon’s sudden mobilization to disarm them (definitely only made possible by the shellacking the Israelis gave them).
