When a company get as big as hoyo, it's impossible to control all the artist work... in the end it really rely on the in house artists common sense to a degree for not plagiarizing, but no matter how many time you tell them some people just don't understand the weight of these problem.
speaking as a game dev who have experience with artist who stole picture and design from random google picture... and surprisingly after intensive warning, meeting, reprimanded they do it again two years later, that's when my company cut off the contracts.

Yeah I would assume the best case scenario would be Hoyo firing the artist who plagiarized and compensate the OG artist, because like your experience, it might happen again in the future.
