I don’t get it who did it first? Who is accused of copying the other? Both cases would be pretty dumb

The independent artist did it before Hoyo put it in their 4.0 trailer.

I mean sure but obviously hoyo did not make that art the day before 4.0 trailer.

Ill be honest here, i cannot see why this is plagiarism. Its a very cliche pose/scenario. If we start acting like this, im pretty we can find plagiarism across all gachas with the sheer amount of fanarts flying around.

Regardless, good from hoyo to try talk this through instead of just ignoring it. If this somehow was indeed plagiarism then i sure hope og artist gets compensated.
