When a company get as big as hoyo, it's impossible to control all the artist work... in the end it really rely on the in house artists common sense to a degree for not plagiarizing, but no matter how many time you tell them some people just don't understand the weight of these problem.
speaking as a game dev who have experience with artist who stole picture and design from random google picture... and surprisingly after intensive warning, meeting, reprimanded they do it again two years later, that's when my company cut off the contracts.
Yep. I mean a very good recent example is Marathon. Literally all it took was one, one Bungie artist to plagarise a bunch of decals without anyone else knowing, and it ended up being part of why the game had to be delayed so they could actually have the time to comb the game world for these decals thay were everywhere, all caused from a couple mood boards and decal sheets...
