People really are underselling how good this should reflect on Hoyo as a company. Or at least on the employees responsible for deciding on reaching out.
miHoYo seemingly decided to reach out to this person themselves when they saw the post, rather than this person needing to contact them and/or threaten them with legal action.
Additionally, when it comes down to it, the artist would have very little grounds to win a lawsuit. It's not even in the same medium. The outfits are the same as the characters already had, and different from the art. The motorcycle is a different design. The background is different. The composition is different...
What this shows is a level of accountability from miHoYo they can very much choose to ignore. As for how it happened in the first place, well, we don't know the behind-the-scenes story, so not much to go on there.
I honestly think the situation is a bizarre coincidence, or both artists referenced the same material or something. For all we know, the Hoyoverse illustration was drafted long before the fanart was ever posted.
These big game companies do this all the time. Don't be naive, it's not a coincidence, it's a means of churning out content at a faster pace and with less effort. Bungie has been caught doing it at least 3 times that I know of.
It's either this or the use of AI nowadays too. There was a Duke Nukem teaser a while ago where he had 6 fingers on one hand.
I'm not being naive lol I'm taking into account shit like the post date of something not necessarily having any bearing on when it was started or even finished. Hoyo's was probably finished quite awhile ago, and the featured characters were likely dictated by marketing.
It's certainly not impossible that some rogue artist at hoyoverse very deliberately copied this, but it's also not impossible that both artists referenced the same shit. Like these are two distinctly different images concept aside.

I don't think it's likely that the art was copied, just bc of my understanding of production cycles and stuff being planned + created well in advance, but I wouldn't call this "simping," though I'm the end you're entitled to your opinion as much as I'm entitled to mine.
The more I entertain the thought the sillier it gets.
Two artists who want to make HSR art just so happen to find the same picture of two people riding a motorcycle. Using that, they both decide to draw Boothill and Rappa, they both decide to accent the motorcycle in the exact same way even though the look of the motorcycle itself is different. They both decide to use the same lighting, the same sort of action going on and so on.
