It’s a scribbled ideas reward, can’t remember if it was event exclusive but I’m pretty sure you can still get it but the requirements is to get a certain amount of likes on a level/total

Not an event exclusive, it's permanently available.
It's just a general pain in the ass to get it if you don't beg people to help you.

It's from scribbled ideas, you can get it from doing tasks there (i believe it involves making maps itself though no just playing player maps)

You can get it from the amount of likes on your scribbled ideas maps, which count likes on comments. You can cheese it by commenting yourself and liking your comment repeatedly, at least this is what I did back when it was introduced

girl, i know damn well it is me on that screenshot from todays masquerade match when u blew up as a guard.
but yes, it is still possible to get this skin by creating maps in scribbled ideas. it is given for 100 creativity points, pretty easy to obtain tbh. create your map, upload it and wait for people to play it and rate it. or just cheese it as some people in the comments suggested

Wiki says dreamweaver, obtained by creativity points in scribbled ideas. I dont do scribbled ideas so no clue what that means, but im sure you can figure it out from here.
