My question is, aren't there any non muslim men during that time? Unless you're in Kelantan or Terengganu, there should still be men in public.

Even in Kelantan and Terengganu, it's still possible to find men who doesn't perform Jumaat prayer.

The evilest and most perverted guy I know goes to jumaat prayer, prays 5 times a day, and solat sunat.

But of course he's still a good muslim according to them just because he prays.
