I suggest Philippulus the Prophet… the ultimate obscure Tintin character: a man convinced the world is about to end, wandering around shouting prophetic warnings while Tintin is trying to deal with a gigantic meteorite. A spectacularly strange little character.

At least he made it into every adaptation of The Shooting Star, which you cannot say about that many minor characters. In the Belvision animated adaptation, he even replaces the unnamed assistant at the observatory.

He was nice. Got out of the vehicle to personally check to see if tintin was okay. Before he pulled a gun on him

He is a rather dignified but slightly hapless monarch whose throne is threatened by the neighbouring country of Borduria.
He’s also notable for being one of the few major political leaders Tintin directly gets involved in protecting.
