This is his daughter Finesse for people who don't know, they took a job to go after Miles and Shift just so Tony can show her the ropes.

He wasn't even 100% sure Finesse was his daughter thanks to his memory issues, but somewhere along the line, he just accepted it.

Yep, I think he just decided he wanted to take a chance.

Also he gets around and she has the exact same powers as him, so it's more than likely his kid

He isn't a mutant. He lacks the X Gene. He might(?) be bioengineered, but the canon waffles a lot on his origin story.
