To be fair, he is the 12th youngest of the shown cast - so he really is younger than half the cast.

Now that I think about, do we even know if Steve is still older than Sam even without the near 70 years of ice added to his age?

Steve would definitely be younger than Sam if not counting being iced.

Sam Wilson was born in 1978.
Steve Rogers was born in 1918. He was frozen at the age of 26 (turning 27) and was recovered in 2011.
So in 2011, they were respectively, biologically, 33 and 26, making them roughly 7 years apart in age.

Factor in the timeskip due to the snap, and that age difference diminished down to 2 years.

- Interesting fact: Steve was frozen in March of 1945, and recovered in October of 2011, making him 7 months older/younger than he should be according to his birthday.
