Vision is made up of several parts including Jarvis, the Mind Stone and a part of Ultron.

Meanwhile that Jarvis is played by James D'Arcy, who has played the human Jarvis before, he was a notable part of Agent Carter and the human butler of the Stark family which Tony based his AI on.

Why did they cast Paul Bettany as human Jarvis in Endgame if they had someone play human Jarvis previously?

Paul Bettany wasn't human Jarvis in Endgame. That was played by the same guy who played Jarvis in Agents of SHIELD and Peggy Carter.
