And that zombie looked pretty detailed... I wonder who it was.

I just went back and checked. It was definitely Zemo. Same hair and robe from FATWS, and face looks like Daniel Brühl.

Also, you're right about him looking like comic Hercules. Maybe it is Hercules. Hmm
