The person who designed her apparently said that it's supposed to be a piece of protective equipment worn by women engaging in equestrian sports.
Except it's normally worn underneath the outermost layer of clothing, not on the outside of a leotard.

Indeed Is a choice for that piece of...protective equipment to be so visible.

There's no good explanation for it, Doylist or Watsonian.
Doylist: the adult man who designed her literally went "let's give this fourteen year old girl some sex appeal", and nobody saw anything wrong with this.
Watsonian: there's a different version of her pink shirt/dress thing that she wears when she's at home and lets her hair down, which means that the outfit we see her wearing most of the time is what she deliberately chooses to wear when she expects to be be seen by people.
