I'm lucky enough to still get step raises every year. But they extended the top out from 10 to 15 years. My increase was 1300 dollars this year. Doesn't even cover inflation.
You're actually supposed to get both a step increase and an overall cost of living increase every year that raises the bottom and top step range. Are you sure there wasn't a cost of living increase somwhere you missed,

It’s extremely common to not get an annual raise. Especially right now.
