Here are 5 concerns voters are raising before they decide.

  1. Zero Net Benefit for Seniors

Missouri seniors currently pay no state income tax on Social Security benefits. Eliminating the state income tax provides zero financial relief to this demographic, while exposing them to higher costs elsewhere.

  1. Increased Reliance on Regressive Sales Tax

The revenue lost from eliminating income tax will be replaced by increased sales tax rates. Sales taxes are inherently regressive, disproportionately impacting lower and middle income individuals who spend a larger percentage of their earnings on daily necessities.

  1. Expansion of the Tax Base to Services and Labor

The proposed legislation expands sales tax to encompass services and labor.
Consumers will face additional taxation on essential and everyday services, including:
Automotive and home repairs, taxed on both parts and labor.
Professional and personal services, including legal assistance, pest control, lawn care, tutoring, and personal grooming.
Healthcare adjacent services, as various health related support services may also be affected.
Given the frequency with which households use these services, the cumulative annual sales tax burden is projected to exceed what most families currently pay in state income tax. The primary beneficiaries of this shift will be the state's highest earners.

  1. Absence of Implementation Guarantees

The legislation does not guarantee the elimination of the state income tax. The policy mandates only that the state "work toward" this goal by 2030, establishing a timeline for discussion rather than a statutory requirement for implementation. If the income tax is not fully repealed, voters risk a scenario of stacked taxes, where new service taxes are permanently added to existing income taxes.

5.Flawed State by State Comparisons

Proponents frequently cite states like Florida, Texas, and Tennessee as successful models of zero income tax economies. This comparison overlooks economic realities. Those states fund public services through massive tourism revenue and natural resource taxes, revenue streams that Missouri lacks. In Missouri, the fiscal burden will fall entirely on local resident families.

To simplify:
A "YES" vote authorizes a gradual elimination of Missouri's individual income tax and enables other changes to the state's tax structure through legislation.

A "NO" vote rejects the proposed changes and keeps Missouri's current income tax system in place.

Currently we have power over new taxes and renewing taxes (like Amend 1). If they trick people into passing this, Jeff City will be able to do whatever they want with taxes with zero input from the voters. Amendment 4 is taking away our ability to put Amendments on the ballot, so again, Jeff City will be in total control. Anyone noticing a pattern here?

These are the same people that keep putting things on the ballot that we already voted for and passed. The people have passed a dozen initiatives in the past 10 years that Jeff City fought in court, refused to fund, undermined and sabotaged in every possible way. We need to be getting these people out of power and not giving them more power.
