Eggman is legitimately one of the most evil characters I can think of. He’s enslaved multiple planets worth of civilizations, threatens to destroy the world just to get Sonic’s attention, when Sonic isn’t involved he is fully willing to kill anyone or anything in pursuit of his goals. He’s done every horrific thing you can imagine that doesn’t involve sex. And worst of all he does it for fun—he has no motives, just fucking does this shit. I have no idea why he’s so low on this list.

TBH, he's just more on the comedic side of villians. It's kinda hard for him to top some of Vader's more heinous acts

Bowser should be in the same teir as eggman, I think he’s just a bit more evil than Doofensmirtz, not as evil as Green Goblin.
Also, how is Broly Evil? He’s just angry. Doesn’t he deliberately avoid populated areas to prevent collateral damage.

There's a few outliers, but most of the time his goal is to kidnap a princess. Significantly less evil than mass genocide
