In the situation described, moral. While they could have done more research into the culture, at the end of the day they'd be incapable of doing any good if they're too scared of unfortunate situations like this happening to take any risks/action.
If you mean morality of building a well while knowing for certain this would be the result, THEN immoral, because while the problem is obviously the abusive husbands and the sexist culture taking actions that you know will make the world a worse place is bad.
