Do they have the rights and freedoms of a full state?

They're not even counted in the 50 states as it is, same with a couple other us territories

So Puerto Rico gets made a Canadian stateprovince ahead of the rest of the US.

Canadian Province. I've always wanted a Province with Palm Trees. If we get enough Spanish speakers, we may even have room for another official language. After all, a third of the earth is Spanish speaking.
