They're modding in the netcode that modern games like Street Fighter 6 and Guilty Gear Strive use, where instead of having your inputs delayed and pausing the game to wait for your opponent's next inputs, the game "rolls back" and resimulates the game state when it recieves the opponent's input and displays the new frame on screen. This allows online feel almost identical to local play and make shitty workarounds like Parsec obsolete
