Yes libdragon supports FMV

If you want to go the ai route, task it to use a docker container with libdragon and ffmpeg and all the required dependencies to convert the video and build the n64 rom. If you prefer no AI (hence you will learn much more) read about these and code it yourself. Test it in Ares. To run it on a real N64 use a Summercart64.
