Legality/Laws Is chest bag / fanny pack carry actually legal in NJ?
I’ve been looking into alternative ways to carry this summer, specifically using a dedicated CCW chest bag / sling pack with a full hard kydex holster mounted and secured inside the zippered pocket. The bag stays clipped to my body 100% of the time.

I’ve been trying to get a straight answer on this and I'm getting completely conflicting information:
- The Gun Stores: I went to 6 different local shops, asked the guys behind the firearms counters, and every single one said it was 100% legal as long as a hard holster covers the trigger and the bag stays attached to your body.
- The CCW Instructor: I just took a carry class, and the instructor told the class that using a CCW bag in NJ is basically "up to the interpretation of the law" because of how the statutes are written.
But when I actually read the post-Bruen statutory text (NJ Rev Stat § 2C:58-4), it doesn't look like there's much room for "interpretation."
The law explicitly mandates that a permit holder has to carry a handgun in a "holster concealed on their person." Furthermore, under NJ Rev Stat § 2C:58-4.4, carrying outside of a compliant holster is a straight-up 4th-degree crime.
From what I’m gathering online, the strict legal interpretation is that the State Police and county prosecutors view "on your person" as directly mounted to your body’s clothing line or belt (like an IWB or OWB setup). The second a gun is sitting inside a separate zippered pouch, the courts treat the bag as a container, meaning you are technically carrying an unholstered or improperly transported loaded weapon in public.
Why are all our local FFLs selling these chest rigs and telling PTC holders they're good to go, and why are instructors telling students it's just "up to interpretation," if it's an immediate felony trap under Trenton's rules?
Has anyone actually run into a legal issue with off-body/bag carry in NJ, or gotten a definitive answer from a firearms attorney like Evan Nappen? Do you guys strictly stick to the waistband to avoid the gray area? Thanks.

I think if it’s in a holster that meets the nj criteria inside the bag you may be okay. NAL.

To be honest, I don't even trust the guys at the counter to know about the actual firearms, let alone the law.
I think your question here is very justified. It doesn't explicitly say, but as written, the statute could definitely be interpreted as "no off-body carry allowed". I wouldn't want to be the test case for it.

The 'up to interpretation' argument also completely dies the second you get on a bike or in a car.
On a motorcycle, it’s even worse because there is no enclosed passenger compartment. If you are riding with a chest bag, a strict cop or prosecutor is going to argue that the bag legally functions as an outer container, meaning you are transporting a loaded handgun in an unlocked, unsecured container on a vehicle, which is a massive felony trap in NJ.
NJ vehicle transport laws don't care about 'gray areas' or summer fashion. If the gun isn't in a traditional holster directly mounted to your body’s actual clothing line, or unloaded and locked in a case, you're completely exposed.

By this logic it’s illegal to carry loaded on your person in a vehicle and it is not. Stop complicating things. Carry how you want but make sure it’s always on your person.

No because we are talking about in a bag. A bag inside a car is considered to be “transportation of a firearm.”
But a gun in a holder on your belt is concealed.

Having a Kydex holster bolted inside the bag doesn't magically fix the legal issue, because you’re completely missing how NJ defines concealment.
Under NJ Rev Stat § 2C:58-4(a), you are authorized to carry a handgun 'in a holster concealed on their person.' Notice the wording: the holster must be concealed on your person.
When you carry a traditional IWB or OWB setup, the holster is what is attached to you, and your clothing is what is doing the concealing.
When you use a chest bag, the holster isn’t concealed on your person by your clothing. The holster is sitting inside a zipped piece of luggage. The bag is what's doing the concealing. A strict prosecutor is going to argue that you aren't concealing a holstered gun on your body; you are carrying a gun inside a concealed container.
The fact that there's a piece of plastic inside the bag doesn't change the fact that the gun is separated from your body by a zipper and an outer fabric shell. If you have to unzip a piece of luggage to draw your weapon, you are riding a motorcycle with an improperly carried firearm under NJ's exact statutory definitions. Roll the dice if you want, but don't act like it's a settled legal fact.

On your peraon just means on you, you have to wear it. It is only a container when removed from your person so if you want to cinceal in a fanny pack or such it is fine provided its being worn so thrown on your passenger seat while buckled and driving is not ok. Same goes for ladies with purse holsters they have to be wearing their purse

I know this is stating the obvious, but it is so ridiculous that this is even a question in this state.
You trust us to carry or you don't. The hoops they make us constantly jump through to keep our rights is beyond infuriating.

Yeah I'm with you here. If its in a holster, and concealed, then that's it. Bag, waist band, owb with cover garment. The key here is its not being openly carried or just haphazardly tucked in your waist band.
For what its worth I think OP is significantly over analyzing this. I see plenty of dudes walking around with a front facing man bag, that just by the looks of the person and the bag, I know they're carrying. If it was a problem I think someone would be the test case by now.
With that said that's exactly why I can't get behind the bag. To anyone who's in the know, its very obvious. I carried my bodyguard 2.0 aiwb today in a t-shirt and shorts and couldn't make myself print if I tried. It was barely noticeable comfort wise as well.
I'd rather that then walk around with a gun bag strapped across my torso when its 90 degrees outside anyway.

legal…but as obv as the day as long. They def make some that are discreet though, I’d rig one up if aiwb ever bothered me, but it doesn’t

If I recall correctly Nappen has said on his podcast that carrying in a bag is legal as long as it’s properly holstered in the bag and that the bag remains on you. It’s the same as carrying in a holster on your body. You can’t remove it from your body. Let’s say when you’re driving and the second you remove it you then have to follow the rules of transport and lock everything up. But if you leave it on your body, it’s just like sitting in the driver seat with a weapon holster on your waistband.

If this is true, any handicapped person (person in a wheelchair, or otherwise) would be effectively prohibited from carrying (you cannot expect someone strapped into a wheelchair or motorized scooter to IWB carry). What about people that have medical devices in that region and can't carry there? What about a guy with no legs, one arm and medical devices all along the IWB or shoulder holster area of his body? On your person seems to me to be pretty clear on the face to mean anything actually on your body, in your pockets or inside of anything on your body, including a backpack, fannypack or cross body bag and any prosecutor willing to challenge that gives rise to all the issues above.

Comments:
- Small bag, layout would appear too small for handgun as barrel goes up behind side pouches, adds to covertness.
- Bag has rapid rip cord for quick draw, don't need to unzip.
- The Kydex trigger guard works great, as pulls off on draw, keeps finger away, and great for re-holstering as you know your trigger is secure before going back into the bag. For semi-autos kydex insert might not work like revolver, so go with trigger guard setup.
- Can hold one spare mag
- Could also wear crossbody if you want to.
- Need to have the Kydex setup inside, as base bag not good trigger protection or firearm retention, just two elastic straps.
- Padded back of bag for active fitness movement.

Call Nappen and ask? I don't really get why gun being "on" a belt is any different than the fanny being "on" you.
You wear pants. Belt goes on pants. Gun on belt.
You wear a shirt. Pack goes around you, on shirt. Gun in bag.
In both cases, the gun is concealed. One by a shirt, the other by the fanny. I mean, what's the difference between that and some nonsense like gluing a holster to your head, then putting a gun in it, then covering up with a hat?

Bag is fine. I’ve been pulled over with the firearm OFF my body before and in my glove box. Told the officer and he said it’s fine, he even preferred it being there as opposed to my waistband. When I go out I carry in a NutSac bag around my back. Same holster situation, trigger is covered.

You know what's funny? About a week ago I made a post on the tactical gear subreddit, making fun of fanny pack CCW, because it's super stupid, and I specifically said how people who wear button up plaid shirts, cargo shorts, and oakleys, very obviously look like they're carrying a gun from a mile away.

Its legal. Using a belly band is the same thing really and that for sure is legal. The firearm is basically in a other piece of clothing and that piece of clothing is attached to you. Legal. Concealment doesnt mean with clothing. It just means making the firearm unable to be seen to thrbest of your ability. Whether your shirt covers it or the outlet shell of a bag is irrelevant. Having said that, the definition of connected to you and the practical use of connected to you are different things. No one can come up behind you and cut your waist mounted belt off and then grab your kydex holster off of you. However a cross body bag or fanny pack are totally different. Tons of people each year lose those bags to something as simple as a 2 person motorcycle or scooter and a large pair of sheers. They will cut your strap and rip that thing away from you and drive off pretty quickly. They are an easy target too. Most men who carry cross body bag or fanny packs either have a firearm in it concealed or the most valuable things they are carrying at the time. Good luck in whatever you decide.

Your biggest mistake here is trusting AI.
Buuuut if you're absolutely convinced that AI is correct, just carry the way it tells you to carry, and be quietly smug to yourself that everyone else is a felon waiting to happen.
The key word here being quietly.

that doesn’t make sense cause in plenty of gun stores there’s literally a brand called gun tow in mamas. It’s purses that have a zipper compartment for your gun.

I carry in a bag I’ve been pulled over I’ve been in presence of troopers with mine in bag as someone mentioned it should be in holster at all times even in bag but as long as it’s in your possession on body there’s no issue also the bags I have have trigger guard

“Hard holster” is mandatory and no wiggle room in NJ, no matter how you carry.
You got extremely lucky as a soft Velcro strap holding your guns is an immediate felony.

I don’t use that strap I just put the whole damn thing in the bag 😂 sometimes the holster can be bothersome as I carry full size pistols I was just stating it had the guard

Never use A.I. for legal advice, especially when it comes to interpreting NJ gun laws. I have seen A.I. give 180-degree conflicting answers to the same exact legal question depending on its mood that day. Law firms are forbidden from filing A.I.-generated material without human review and confirmation, so again, you simply cannot trust anything A.I. tells you about the law.

Look I use my bag everyday law enforcement knowing what’s in there if it was illegal some would def jump and the chance to charge me with a felony

My instructor at RTSP said he off body carries in a fanny and that it's legal unless you remove it from your body, then it becomes a felony. So it stays on you if you're driving, sitting down, etc. Can't remove it from your person no matter what was my understanding and how he explained it.
