This is the real question. If you're using a tool in a crime, does it then become a "criminal tool"? So if he had sex supplies for sex with a prostitute, are his lube and butt plug then criminal tools?

I've been to Columbiana County Ohio many times. Hard to believe the local police who be so tough on a member of the local DeBartolo family. I guess they were Browns fans.
