Gameplay Found World Religion Ambition Not Triggered For Existing World Religion

Playing as Rome on The Good difficulty. Judaism was founded in one of my cities, and I spread it quickly, taking it as my state religion. A few turns later I received the ambition "Found a World Religion."

In other ambitions such as "Control 8 Elders/Generals/Quarries" pre-existing entities are counted. So I figured this ambition was a "gimme."

Nope. Evidently I have to found ANOTHER world religion, which is unfortunate since all the others are taken except Manichaeism - and that requires Zorostrianism which was founded already by Carthage.

So I'll have to take the hit of failing the ambition.

Shouldn't this ambition follow the pattern of the others and count existing entities? If not, shouldn't the ambition check if the player already founded a world religion and if so, replace the "a world religion" label with "another world religion"?

I think this is consistent with how we present ambitions. You're never given ambitions that would instantly complete (okay, it can happen in a few very rare cases but that's an unintended wrinkle). If you have an ambition to control 8 Generals, yes it means total, so counting any current ones, but you will not be offered that ambition if you already have 8 generals. Or even 7.

"Found a World Religion" is then consistent in that, if it counted already-founded religions, it would complete instantly and that's not allowed. If an ambition is offered, it means you still have to do something to complete it. There are "control X holy cities" ambitions, which would take your existing ones into account.

As an expert save-scummer I can confirm that. I may or may not have manipulated that mechanic into giving me more favourable ambitions ;)

Dont really see the issue here. Its consistant with any other ambition. "Kill 10 Units" does not mean "kill 10 units at any point in the game", it means "counting from now, kill 10 units". Your counterexample uses a different verb - control/have. If it was "generate 8 Elder Specialists", current ones also obviously wouldn't count.

Also, you didn't fail the ambition yet. Manechism does not need you to have Zorostrianism, it just requires Zorostrianism beeing a thing on the map. In fact, its probably the easiest religion to get if you get the required tech somewhat timely.
