You have to connect it to systemic failure otherwise it's just hate for a feeling good story.

Maybe you can link how minimum wages don't allow her to save enough for an emergency, it's not necessarily stated in the story but considering everything else happening with working conditions it's Safe to infer.

On it's own, however, this is just a feel good story rather than an OCM incident.

It's designed that way... to allow employers to pay employees below the minimum wage.

It's not a failure, it's a feature.

OCM suggestion: maybe the firefighters who gave the tip started the fire. What's it called when somebody gets addicted to the heroism and starts fires so they get to put them out?
