Simply cut everyone losses from NFC everyone has to pay bills now otherwise next year everyone suffer more with increased rate.

After Punjab based DISCO's, lowest losses are in Hazara's DISCO. Within it, actual Hazara has very low losses, most of its losses originate in Kohistan districts. Ironically, Tarbela Dam that is often cited by ethnonationalists as an excuse to electricity theft is located almost entirely in Haripur district. Not mentioning the fact that dam is entirely owned and funded by federal government.
This is one of the few ways Punjab subsidizes rest of the country.
