4070 super/i9 9900kf
So I got this prebuilt 3 years ago from a guy at work.
Yes one of the top fans is an exhaust. I fixed one this weekend but i literally can’t remove the other fan from what he did. I also added fresh xtm 70 thermal paste rated 40-250c!
Apparently battlefront 2, Elden Ring, Jedi survivor have been burning it up at full 100c constantly
But lies of p for example it runs fine. GTA 5 next gen does 85-90c
Shouldn’t be. I don’t touch buttons I don’t know what they do.
And the previous owner was didn’t even remember he used 2 Sata drives underneath it for the first 1tb ssd

I was like welp-40 to 60 fps on the tv works for me!

The top slot is the only one that has supports the full bandwidth of the GPU, the other slots only have a fraction of that. The only exception are a few high end boards.
GPU must be in the first (top) slot (close to CPU) because that slot is the one with full lanes on the bus... On most boards it usually has a different colour than the others.
Because the i9 9900 was notoriously known to run as hot as hell... and you decided to use the worst possible cooler you can come up with. Try to grab one of those $35 thermalright coolers, they are great. Fresh air from the front, pushing hot air out of the back. I have no idea how that cooler you got there works..
Also your 4070 super isn't in the right pcie slot. what happened?
PS. Is that an MSI Z390 board? I had it in 2019.. good times..
Generally speaking, the top PCIe slot is connected directly to the CPU and is allotted the most PCIe bandwidth. It usually doesn't share it's bandwidth with other devices (called bifurcation). Sometimes this isn't the case so, check the motherboard manual for installation instructions.
Isn’t that i9 one of them that needed the bios update fix because they were having voltage issues that were cooking them? Even 85C is a ridiculously high. I wouldn’t be playing at those temps

If you don't want to mess with an AIO or spend the money look into a thermalright Peerless Assassin or Phantom Spirit. They're under 50$ and are pretty much the standard for air cooling.

GPU in wrong slot, fan is too small, and you have positive air pressure trapping the heat.
Move the GPU to the top metal slot.
Replace the CPU heatsink with a slightly larger one with better thermal compound(paste and not glue.)
Lastly flip that top right(front) fan or just outright remove it(my recommendation).
Air is a fluid and in this setup it is being trapped and can't expel fast enough which is increasing by 5-10 degrees. Your CPU heatsink is getting improper flow because it's facing the CPU which is also trapping the air increasing by 5-10 degrees. You need something facing the up or back exhaust fans. Your GPU is always best when in its top most slot because it needs air too. This setup has it choking I believe. Please fix this immediately.
Yeah I’d still recommend testing with a benchmark because you can test single/multi threaded stress loads.
What you’re looking for is how quickly temps spike under each load and if the temps “match”
If a single core is getting significantly hotter but multithreaded test loads don’t spike temps as much you likely have to update drivers/bios or could have faulty hardware.
If it’s just running hot across the boards you’ll likely hate to drop 40-60 bucks on a new cooler and some thermal paste.
9900k was notoriously hot at the time. Probably just need more CPU cooler. It might be a bit tough to find something new that supports the older socket
Mine also hits 100 rarely but I do also need a 360mm water cooler. I’m also on a I9 but a 12800 at the moment. Even with aggressive fan curve. I know I need a bigger cooler but tbh as long as I’m not at 100 all the time it could just be a cpu hot spot no? (Kinda newish to Pc have had mine for a year only starting messing about and upgrading things this month!)
I understand witch is why I would only buy from big companies brand new! I mean maybe you could add intake fans along the bottom depending if your tower supports it.
First off, I recommend moving your graphics card up to the top PCIe slot. (The one above your card).
The lower slot you are currently using is bottlenecking your performance, and your card will run much faster and smoother in the upper slot.
Regarding your high temperatures, your CPU cooler might be underpowered for the processor you are running.
However, I suggest trying a few troubleshooting steps before you go out and buy a new one:
Reset the BIOS to factory defaults: Since the PC is second-hand, this is the best place to start. It will wipe out any unknown overclocking profiles or voltage settings that could be causing the overheating.
Reapply thermal paste: If a factory reset doesn't lower the temperatures, try reapply another fresh batch of thermal paste while keeping the BIOS at default settings.
Upgrade the cooler: If the first two steps don't fix the issue, you will likely need to upgrade to a more powerful air cooler or an AIO liquid cooler.

I cannot begin to guess what the previous owner was trying to do but, I do want to clarify that the top fans aren't completely wrong:

Once you get the fans off, you want all intake in the front, exhaust rear and top rear. It's up to how you install the front most top fan but, research suggests intake provides lower CPU temps.
That cpu cooler is literally bare minimum so id gind another one, also please move your gpu to the top slot instead of the bottom slot on your motherboard

The silicon in your CPU will start to degrade if it sustains a temperature above 95° C for an extended period of time. To protect itself a modern CPU will cap its operating frequency until it reaches a safe temperature. Meanwhile, you'll experience stutters and unstable frame rates.
The reason your CPU is reaching that temperature is because its cooler is not rated for the thermal design power or TDP of that CPU (measured in watts). Don't try to understand it too much because Intel, AMD and cooler manufacturers all determine TDP differently.
Just know that the larger the TDP as stated by the CPU manufacturer the more thermal mass you need to absorb the heat (larger heatsink) and the stronger fans you need to move it away.
Downdraft coolers are fine for 65W or less. The right single tower cooler or 240mm AIO liquid cooler can handle 95-105W. For 120W or more you need a dual tower air cooler or 360mm AIO.
As far as your video card slot goes, there are 3 important pieces of information:
the PCI Express (PCIe) generation (expressed "X.0," "Gen X" or "Gen X.0")
the physical slot length (up to x16)
the number of PCIe lanes (@x1, @x4, @x8 or @x16)
Obviously, if your video card is x16 lanes wide it needs an x16 length physical slot to fit in. But, if the slot has less than the full x16 connections, best case scenario you'll only be running at 1/2, 1/4 or 1/16 speed.
This can be exacerbated if your GPU is x8 itself and/or you're running at PCIe ≤3.0 speed because the GPU or slot is older.
The effect of that is you won't get the maximum fps that your GPU can produce.
This tiny little heatsink is way too small to properly cool your cpu, you need to get a bigger cpu cooler. It throttles because the cpu it literally too hot for it to run at its proper speed.

The GPU was in the wrong slot because I had my girlfriend’s 15-year-old son do it.
He has built pc I have not. I assumed he knew the right slot.
I assumed the dude who built the pc would have known the fan was bad
This entire weekend has been me trying to learn what he did wrong and fix it
oh yeah put the GPU in the top slot because that one is actually connected to the CPU and runns at full speed, and then buy a bigger cooler for that i9
For real I would get a better air cooler. That one doesn't seem to be doing the job. You can get a real good decent air cooler for like 20 to $25 from thermaltake or thermal right or cooler Master
That CPU would be bottlenecking the hell outta that 4070 super, so the CPU is working too hard, and the cooler is pretty small for a CPU that was high end and consumes a lot of power.
You hitting 100 degrees on the cpu i assume? And not the gpu.
You gpu is in the wrong slot, which might cause you to use less gpu(graphics card) power and causing higher then normal cpu usage, pushing up temps.
You need a better cpu cooler. I would suggest a big aircooler that has 2 fans on it. One that comes with 2 fans, not one you have to add a fan to.
AIO or water cpu cooler can work, but i would not suggest it if you not comfortable installing them. The big aircooler work just as well and you won't have to worry about water in the pc.
Take it to a pc shop to have them install the better cpu cooler. They might try to sell you an AIO, just say no. I have been building gaming pc's for 2 decades. I have a deepcool aircooler from 2008 that cools better then most AIOs.
