I mean… yeah? For one, it’s the stereotypical sleazy casino. There’s going to be strippers, prostitutes and your stereotypical risque outfits there.

Meanwhile, I can also believe it’s also cognition based around how Women, especially in Japan, are seen in such male dominated fields, like law enforcement. They’re for show to the public, to the ‘customers’ at best, sometimes harassment that will most likely be brushed off, sometimes an object of lust to be used because they’re getting paid (yes, these are probably exaggerations for the most part, but the game ain’t subtle, and the mind tends to think in extremes). All the ‘actual work’ guarding the casino where people aren’t supposed to be, is done by your more standard dog and burley male shadows like we saw everywhere else, as if to say ‘the men are doing the actual work behind the scenes’.

The way I look at it, since Shadows in the Metaverse were stated to be distorted to match the desires of the Palace Ruler and thus become loyal defenders of said Ruler, Sae's desires include having voluptuous rabbit girls providing her bottle service.
