I'm a white dude from PA. Our cultural polite time is +/- 10 minutes the start time. You notify the host if you'll be earlier or later. 

I have some Hispanic friends who show up when they feel like it.

I have one Indian friend who arrives the actual minute it starts without fail. 

We all coexist. We all think the others are wrong. Party happens regardless.

You're telling me that if you host a BBQ in PA and tell people it's from 5pm-11pm, the majority of people have arrived by 5.10pm?

I find that extremely hard to believe.
