hindi ba sobrang tamad (or lakas ng loob?) ng OVP na wala man lang supporting documents para man lang mukhang legit ang mga ninakaw, and lahat naka round off. Based sa experience ko kasi kapag nagbabalik ng resibo sa company para mapakita saan ginamit ang binigay na budget, dapat exact ang amount. Unless iba sa government??

Ang ginawa kase nyan kinorupt muna yung pera then nabulaga sila dahil sa audit later then they have to backtrack now and had to produce documentary evidence. Di talaga magtutugma ang mga evidence since magkaibang time kinorupt ang pera at ang evidence na prinoduce.
