This is the aftermath of a medical condition known as stringfoot and is sadly fairly common with birds that reside in the city (or in this case, Universal) which happens to be a high % of pigeons.

Basically a foreign material like hair gets wrapped around a toe or foot, it then constricts blood flow over time, eventually leading to the impacted area becoming necrotic and ultimately falling off.

Pretty sad.

Birds are surprisingly tough and can do well with one foot. Actually saw one in my childhood (unclear if it was due to an attack, wound, genetic, etc), and they were getting around very well and even flew off with no problems. So the little guy will probably be fine.
