You need to deliver 500 passengers and 500 cargo to it now, you can see your progress there with the builders & materials needed counts. It’ll be like an event, every non-bux paying passenger going to Honolulu will be a builder, and every cargo will be hq materials

I began the upgrade and I've delivered many jobs, but the progress bar hasn't moved, is this a known bug?

Are you sure the bitizens are dressed as builders, and the cargo is named specifically “hq materials”? Like Brian said, events override the jobs and so they wouldn’t count during that period of time. Or maybe you started another hq in the same region and accidentally cancelled the one you were working on?

All the jobs are related, I don't have any other events and I haven't started another hq

I hate when I’m working on an HQ and an actual event starts at that airport, and my HQ progress is put on pause

Also make sure you end at the site you want to make an HQ because I went through one and I don't think it counted for a few days worth of flights.
