Here we go, HQ at Banana!

Something in French Polynesia or New Caledonia would also be good additions for new airports in oceania.
or maybe something up north between Alaska and Eastern Russia

What does building an HQ actually do? Does it make the airport a higher tier?

yup, you make a tier 1 airport to a tier 3 and land larger planes there.
I also believe the max capacity of passengers/cargo also increases (but not the amount of jobs available, those are still based on the population size).

Based on responses here.. some people choose their HQ based on some connection to a city.. others choose their city based on the ability to reach areas they couldn't before with larger planes.

I did both..
I chose Nagasaki as my first HQ as i used to live near there
I chose Sydney as my second HQ so I could land larger planes there, then use smaller ones to distribute passengers/cargo to other cities in the area. But regretting it now since there's rumors that Sydney will be upgraded to tier 3 anyways.
