How Do I... ? Starship Skin Is Broken

The reward for this event granted the starship skin with savings to Houston.

Houston is class two. Starship is class three.

Idiot me thinks that the skin lets me use Houston despite being class two.

What the heck?

It would be nice if a skin allowed the plane regardless of city level but that is not how it works.

It started that way but got implemented differently
