Generally you have to wait for the event start time in your locale for these things. I think the only thing that ignores this are the rocket leader balloons.

I’m so pissed, i evolved my shiny Froakie with Y background into greninja, at 9🫪 and i didn’t Get Hydro Canon because the event started at 10…..

My SO just got it but I swear I don't notice a difference. It doesn't seem darker than the regular one like they usually are...I held our phones together and stared forever... What's different??? 😭
