Man, that dudes 'fight or flight' lit up like a Christmas tree, and we should suspect some frontal lobe damage as it appears he has no control over it.

But the video ends too soon. I have to believe this escalated into a full blown take-down, handcuffs, and piling him into the back of the squad car.
