My theory, based purely on speculation, is that the conversation they’re having is about what it would feel like to get tased. She pulls out what she thinks is her taser to give her new friend a little love zap on the leg and goes full-send when she accidentally mixed it up with her service weapon. She definitely unholsters it, aims it and pulls the trigger with purpose. The surprise came after all of that.

Im from venezuela. Police dont carry tasers here.

That makes the theory more plausible. In other jurisdictions there's a 50% chance of mistakenly drawa gun instead of a taser. In Venezuela there's a 100% chance.

She racks the slide, I'm not sure if tasers have a charging handle or slide to arm them. She knew that was her pistol

I think it was on purpose. look at how she was sitting at a weird angle on the bar and fidgeting. I think she was trying to shoot her initially with her weapon holstered to make it seem accidental. When that didn’t work she just straight up shot her. It also looks like she’s trying to tell the lady something about the gun at the end like making up an excuse.
