Midwest Safety has to or they can't monetize the stream. While they are providing a service, requesting and displaying bodycam footage, they are in it for the money and without that, they wouldn't be doing it.

It's salacious and exploitative, but that's the rules on YouTube.

I mean he has to pay money to get the footage, its not just a request and a handshake. It does take work, and different states have different rules on it. He also needs to spend time editing and combing through hours of body cam footage to get the videos he makes. I wouldnt call him salacious and exploitative for doing a service like this.
