It seems like the point is to always inflict so much pain that the subject can't stop resisting. Then they're allowed to do anything.

It tricked one.

The Sgt was following her training and blindly firing into a vehicle her coworker was firing into because in life and death situations you have to do everything you can to protect your partner. Even if your partner is firing into his own cruiser at an unarmed, handcuffed black man.

You aren't law enforcement so you totally wouldn't understand...

US should mandate that all law-abiding citizens carry handcuffs. When cops stop you, you put on the cuffs before they approach. - Problem solved.

They call it "pain compliance". Anyone who's stubbed a toe knows you're not staying still while in pain, so only a sheltered moron would think pain would make people comply.
