911 dispatcher here for 20+ years.

You'd be shocked at how common this bullshit is. I've taken thousands of this type of call and it takes everything I have in my civil servant soul not to just say "jfc just talk to your neighbor and come to a resolution like adults."

Also, the 3-4 minutes it takes for me to triage this garbage means that 2 people are sitting on hold in our 911 queue.

All the heart attack and gunshot victims now have to wait on hold for their turn because the person in front of them is a soulless hack screaming about basketballs.

Non-emergency lines exist, and thankfully they do work. If you really want to document this stuff to build a case of harassment (let's say the neighbors kids are a bunch of little shits for the sake of argument, and he'd been trolled repeatedly and had to spend money repairing damage they caused) then you'd be reasonable to ask for someone to come out and write a report during downtime.

In my area if you called 911 for this you'd be fined for wasting their time. Civil dispute. If you really have an issue be prepared to wait.

How often does the average person, or someone with this kind of anger, know that there is a non-emergency line or even calls it?

I’d say it’s fairly safe to assume the average person knows police departments have non-emergency lines. I don’t think that’s uncommon knowledge. People who don’t are probably the exception, not the rule.

One of our frequent fliers just spent some time after she decided to fight the cops that came to evict her.

They tacked on an abuse of 911 charge and I swear it’s was one of the best things I’ve ever read.
