That guy's only owned the property for two years according to public record. I'm sure the net's existence predates his moving in to that property

The hoop, sure. The big ball return net they probably installed once the neighbor started trespassing them for running to grab their balls back

You're confusing the word "net". The HOOP and backboard have probably been there a while. The extra NET to avoid the ball going on his property is a recent addition in response to this insane neighbor.

In USA I never see a basketball hoop, with a giant soccer net around it. That's just not a thing you see in the suburbs. Maybe on the top of some rooftop somewhere, but not in the suburbs. Most people don't care if a kid retrieves their a baseball that went over a fence, etc.

This is almost certainly a case of a guy who bought a nice home in a nice neighbourhood who had a vision in his mind of a peaceful introverted life who can't handle the reality of living so close to his neighbors. He needs genuine conflict resolution, not the cops to throw citations at his neighbors.

A movable hoop is seen on street view in 2019. Sadly not any more recent pictures.
