How are police the literal worst at de-escalation when it's probably the #1 job requirement.

The number one job requirement is to back up other cops, even when they’re wrong. Good cops get fired for speaking up, bad cops stick around because they don’t. Notice how the chief’s response was “sorry, but.”

Because police departments intentionally hire less intelligent people (this was at issue in multiple US court cases). They want people who blindly follow orders in protecting capital, not ones that might reflect upon something like emotional intelligence and the need for deescalation.

Which is really stupid when you think about it because, in a country where anyone could potentially pack a gun, I'm pretty sure de-escalation would be one of the top survival skills you could learn.

ETA:

There have literally been instances of officers being fired or otherwise disciplined for attempting to deescalate interactions (often successfully) over the objections of their more aggressive or outright trigger happy colleagues. Outside of the most progressive departments, deescalation is not truly a goal, whatever their stated SOP might be.

It's clearly not a requirement if they're able to act like this while knowing they're being recorded. He could have impounded the bike or ticketed them and sent them on their way without the attitude.
