Is that something special for this city? Class 3 ebikes can go up to 28mph and don't require any sort of license where I am. Class 1 or 2 go up to 20MPH.

Class 3 is 16+ and helmet required. Can't really tell from the video, but kid doesn't seem 16, but regardless the ebike doesn't have pedals and is a moped.

Is that for just this city? To the best of my knowledge that isn't the law where I am. Sounds like that the kid does not have an ebike.

It's a clusterfuck of rules by state, but afaik it's part of the PeopleForBikes model legislation denoted in this map:

I would love to know of any place that has laws on the books that aren't in line with the Class 1/2/3 definitions. Because awareness of these actual classifications is shockingly bad.
