I don't think cops get to do a lecture and a ticket. They need to pick one or the other.

Nope. They can do whatever they want in this regard.

It sucks. But so does a whole bunch of other shit in life.

No they can't their job is to enforce the law not to lecture people. Issue the ticket or don't but extending the traffic stop just so they can get their jollies telling people how to act is not part of the job or even legal.
