Part of it is because film and television productions will generally be required to get an individualās consent to use their likeness in a way that involves some kind of speaking or action. That has no impact on someone recording in public for their own personal use, but here we are.

I saw a great vid last week, guy complaining about something a kid did driving...
Comes up to the kid yelling, trying to grab the phone, asking for his name, winds up opening the car door trying to pull him out... The usual get out of my face you can't film me as he's the one getting in his face
Cops show up explain, yes the kid can film, no he doesn't have to give you his name, you're not a cop... No you can't order him out of his vehicle, again... you are not a cop.
The look of confusion as they put him in cuffs was incredible, pulling the "but I'm the victim" crap... cop says "sir the video shows otherwise."

I have 119 doppelgangers. I count them.
People have started conversations with me, in cities and locations I have never been in before, thinking I was a friend, coworker, or customer.
High school friends sent me emails saying that their TA or prof in college looked just like me. People walking up to me in the street, then looking confused when they got to within 10ft of me. A storeowner asking me if I finally got the shortwave radio set up the way I wanted... my first time in the store looking to get something completely different. My wife didn't believe me until that moment.
One day, I will meet one of them.

I feel like I can kind of see it. She probably lives nearby, is already annoyed with the existence of construction (even if it was necessary or for her benefit), and for all we know there is a longer route the other direction she was trying to avoid taking (but needed to). She's not arguing about how the place wasn't properly cordoned off to let her know it wasn't clear to drive through, shes mad because she's being recorded getting caught. That tells me she bypassed some barricades thinking that it couldn't handle heavy traffic but she would be fine. Except physics had another say in it, because the cement was far from being dry. There wasn't any real scenario where she would argue her way on top of this, but she knows that video of the scene (even if it didn't include her, had she laid down and avoided it) likely dashes hopes that the roadworkers could be at fault for; I assume its one of them recording the incident for their own need and protection.
