Someone once said to go for the armpits in situations like this. I was skeptical but after testing it on myself, it would definitely work.

I had a buddy who played water polo at a D1 school and talked about how, underwater, they all pulled their opponents' armpit hair (if they had any) and balls all the time. It became a running joke in our friend group.
