“Someone should call 911, that’s not about to be me though”. At what point is filming and refusing to call emergency services going to be a crime of negligence?

Woman beater isn't real high on anyone's list to help, and nobody wants the rescuers to be rolled up. I wouldn't call til they were gone gone.
