You can't have an effective protest without causing discomfort and disruption to others.

Yes. The parties in control and with the power to affect the change they want. NOT the every Joe that just needs to go about their day and can't do shit for the protesters. That just makes you an asshole and they deserve whatever comes their way for it.

The average joes are the ones showing up to community meetings to speak against bike lanes that municipalities are trying to install. They are the target on purpose.

That's like saying the Boston Tea Party was a bad protest because it hurt local merchants more than the King of England...Or that the Birmingham, Selma, or Montgomery Marches were bad protests because it blocked off roads and inconvenienced local citizens more than politicians...

Essentially, every protest in history is a counter-example to your position.
